The most peculiar thing with the skyscrapers like Antey is that locals don’t usually visit their observation deck at all. It is tourists who are attracted. For me, for example, Antey is primarily a building where the Federal Real Estate Registry is located.
I’ve come across the same situation in Baltimore. When I expressed my interest in a tower called the Top of the World, natives just laughed: Oh, you see, almost every city in the US has its OWN Top of the World!
But let me assure you, the view is really magnificent, even in the day-time. So, come and join us!

As for the Top of the World tower, I would add that in many capitals (big cities) there are their BIG BEN towers. Do U have yr own BIG BEN?
